It also sets out a framework for deciding how best to deploy resources strategically and tactically in order to achieve objectives, making best use of the strengths of the statutory, voluntary and private sectors. It encourages constructive dialogue between different stakeholders through a transparent process and helps to identify appropriate partner authorities/agencies with shared objectives. Commissioning also makes the bridge between financial and service planning and aids the business planning of service providers by clarifying the medium-term purchasing intentions of the commissioning authority. Most significantly, it encourages authorities to share intelligence and analysis to improve the range, quality and cost-effectiveness of services within available resources, based on an understanding of whole systems of care.
