Social Services Performance Assessment Framework

mid-2002-03 |
Introduction
This is the fourth set of data for England published by the Department
of Health for the performance indicators associated with the PSS PAF. The
data were supplied to the Department by each of the 150 councils with
social services responsibilities. Data for the year ending 31 March 2002
are available for all of the 50 indicators, of which two are reported on
for the first time (A4 employment, education and training for care leavers
and D43 waiting time for care packages).
A number of the indicator values for 2001-02 included in the
publication have since been revised and details are given in each of the
sections below. Data for mid 2002-03 (year ending 30 September 2002) are
available for 7 indicators:
- C20 Reviews of child protection cases
- C23 Adoptions of children looked after
- C26 Admissions of supported residents aged 65 or over to residential
/ nursing care
- C27 Admissions of supported residents aged 18-64 to residential /
nursing care
- C32 Older people helped to live at home
- D38 Percentage of items of equipment costing less than £1,000
delivered within 3 weeks
- D39 Percentage of people receiving a statement of their needs and
how they will be met

The bandings for this indicator vary between councils as they
are related to the levels of employment, education and training for all
19 year olds in the council area.
The first and third of the above spreadsheets include adjusted cost
indicators. These allow for respite and short term placements for children
looked after (indicators B8 to B10) nights spent in boarding schools (B8
and B9) and nights spent placed for adoption (B8 and B10), and full cost
paying residents in councils' own homes and in homes provided by others if
included in expenditure (indicators B12 to B16). The adjusted version of
E44 includes a share of commissioning and social work costs in the
numerator which makes it more comparable with data for earlier years. Top
